HELP

My btother, 35 years old, how was born with cp, latelly he stated draging his left leg (limping), also he keeps his left arm very close to the body. He can't relax his arm next to the body, as usuall. One doctor segested phisioterpy - It didnwt help. Other doctor segested C.T. exam, claming that this is "Spastic Hemiparesis". The C.T. came out well. New the doctor clame's that this is "Parkinson". Is it posiblle? He is very young. - What is Parkinson? - What cause this problem? - What can we do to help him? - Is ther any specialist doctor that you can recomend us?
