Cow milk OR Formula?

Hi there, apologize for the English (only english keyboard). I live in the U.S AND my daughter is 14 months. I was told by my pediatrician that she needs to be getting 3 full bottles of cow milks a day. I do not believe this is healthy. I was wondering what is the recommendation in Israel in regards to bottle feedings. Should it be cows milk? what can i put in the bottle? its hard to find formula stage 2 in stores here because it is uncommom to give formulas. Thanks
