Fatty deposits under my eyes AND on my eyelid

I have developed fatty deposits under each of my eyes as well as on one of my eyelids. I went to the skin specialist, who gave me a blood test AND told me that since my results are fine, the kupa does not cover this sort of a procedure. What do you suggest I should do, what is the cause of this phenomenon. Should I approach a plastic surgeon privately. Thank you for your assistance
